This ostraka can be found in the Leader House in the middle of Sparta. The stone tablet is inside the main house of the compound, but beware, this area is filled with level 33 guards so be on your guard if you're a lower level.

Leonidas' statue stands atop his tomb, and if you climb onto his shoulder you'll see he's gazing right at Menelaion, a temple in Helot Hills. Head to the temple and you'll find the item you need at the altar. Interact, and claim your reward: boosted Elemental Resistance.
