Where has the party wheel spun off to?
Finding the party wheel's location is one of the Gratitude Crystals side quests you can undertake in The Legend of Zelda: Skyward Sword.
Completing this side quest will reward you with both five Gratitude Crystals and access to the Fun Fun Island mini-game, which, itself, can reward you with a Heart Piece.

Party wheel location in Zelda: Skyward Sword explained
To unlock the party wheel side quest in Skyward Sword, you must first complete the Isle of Songs bridge puzzle and ensure you've found Kukiel to unlock the Gratitude Crystals.
With these feats accomplished, you'll be able to find Fun Fun Island west of the Lanayru Desert entrance. Here you'll meet Dodoh who's having a bad day, because he's lost his party wheel.
To find the party wheel, you need to head to the entrance of the Lanayru Desert, which, itself, is directly by the entrance to the Lanayru Mines.
Once there you need to hit the nearby Timeshift Stone, uncovering it with a bomb if necessary, to return this area to the past. You'll then be able to climb the nearby vines and ledge to reach the party wheel.
With Scrapper in tow, you can now return to Dodoh on Fun Fun Island.
Upon the return of his party wheel, Dodoh will open up the Fun Fun Island mini-game for business and you'll receive five Gratitude Crystals.
You can now compete in the Fun Fun Island mini-game for a Heart Piece!
